Every organisation wants an empowered culture. One where leadership exists at every level, employees are highly engaged, and brilliant ideas are translated into results with agility and commercial acumen.

When that doesn't happen, it's easy to point at employees or blame “the culture”. The problem with that approach is that it leaves leaders powerless.

In my experience at Achieve Breakthrough, many leaders see “the culture” of an organisation as an impossible thing to influence. But it doesn’t have to be. Every leader has control of their own leadership behaviours, and these behaviours are what encourages or discourages empowerment every single day.

Across the organisations I work with, I see five culture killing patterns repeat themselves again and again. The good news is that every leader has the ability to address them through the capabilities they build and the behaviours they role model.

**1. Commentating on the business rather than building the business**

One of the clearest signs that empowerment is missing is when people talk about the organisation as though they are not part of it. As if it’s a problem “out there”. The breakthrough often comes when leaders stop asking people what's wrong with the business and start asking what they're prepared to do about it. People become empowered when they stop seeing themselves as commentators on the business and start seeing themselves as active builders of it.

Outstanding leaders help people see where they can make a difference and encourage them to take responsibility for improving what they see around them. What this looks like:

**The ‘watch out’ with this behaviour**

Ownership only works when people understand the boundaries of their ownership.

Leaders need clear parameters around accountability, responsibility and decision-making authority, or explicit permission and incentives for people to step beyond them. Creating that clarity can take time, but it is often a necessary step on the journey to empowerment.

**2. Lack of authentic commitment to a common goal **

Many organisations mistake agreement for commitment. I've sat in countless meetings where everyone nodded along to a strategy, only to discover later that very few people were truly behind it. The best leaders are willing to invest more time up front to uncover concerns because they know it creates far greater commitment later.

In my experience, the best leaders seek commitment from their teams and colleagues rather than compliance. They are curious enough to explore what people really think, rather than settling for the kind of polite agreement that rarely generates action. What this looks like:

**The ‘watch out’ with this behaviour**

Genuine commitment takes time, and people often need space to reflect before they fully commit. This may mean investing in a few more conversations at the front end, but it typically leads to stronger ownership and faster execution later.

3. Leaders who need to be right

I have rarely seen an empowered culture where people don’t feel safe to challenge ideas. And when I say challenge, I mean really challenge. Many leaders genuinely ask for feedback, but when their idea is questioned, they start defending, explaining or persuading. The conversation closes and people quickly learn that challenge isn't really welcome. In fact, it can be risky or even career-damaging.

But the strongest leadership teams view challenge as a contribution, not a threat. Great leaders separate their identity from their ideas and create an environment where disagreement improves thinking rather than damages relationships. What this looks like:

**The ‘watch out’ with this behaviour**

Having your ideas criticised can be emotionally uncomfortable, but defensiveness is one of the fastest ways to shut down empowerment and contribution. Leaders have to learn to manage their own reactions before they limit their ability to build capability in others. Equally, not every decision is open for debate. People need clarity about when an idea is genuinely being shaped and when alignment and execution are required.

4. Solving problems for your people

This is one of the hardest transitions for successful leaders. Most have built their careers by being great problem-solvers. However, the higher you progress, the less important your ability to solve problems becomes and the more important your ability to develop problem-solvers becomes. But the best leaders focus on growing people's thinking rather than providing all the answers. What this looks like:

**The ‘watch out’ with this behaviour**

The challenge for some is that you won’t be the hero anymore, and the quick dopamine hit that comes from saving the day starts to disappear. However, as Jim Rohn said: *"Be so busy giving recognition to others that you don't need it yourself."* The most empowering leaders are often the least visible heroes because their success is reflected in the growth of others.

5. Seeing leadership as a noun rather than a verb

The organisations that build the strongest leadership cultures aren’t necessarily those with the strongest leaders at the top. They’re the ones where people at every level feel permission to take responsibility, influence outcomes and step forward when leadership is needed. These are the kinds of organisations where leaders believe leadership is a behaviour, not just a position. What this looks like:

**The ‘watch out’ with this behaviour**

When anyone can lead, things often become messier before they become better. More people taking ownership means more experimentation, more challenge and more mistakes. Leaders who want empowerment must become comfortable with a degree of productive chaos. Rather than eliminating mistakes, the goal is to create an organisation that learns from them faster than everyone else.

**Final thought**

Every empowerment culture killer presents leaders with a trade-off. You can have more ownership, but less control. More contribution, but more challenge. More leadership, but more uncertainty. More capability, but fewer opportunities to be the hero.

Forget abstract cultural goals. The real test is simple: what did you do today that actually handed power over to someone else? Culture is the sum of those tiny, repeatable decisions, and as a leader, you likely have greater influence than you realise.
